This area can only be accessed when the player use console command "noclip" and go through the building itself, not noclipping from the area where the player will fall at normal gameplay (as that will still cause the player to die because "trigger_hurt"). Players cannot freely explore the city because it is actually a background texture rather than an actual map structure.
